Three individuals from Quebec are facing multiple charges following a traffic stop in Greater Napanee.
On March 5, 2021 at approximately 1:00 a.m. officers of the Lennox and Addington (L&A) County detachment of the Ontario Provincial Police (OPP) were on patrol on highway 401 eastbound in Greater Napanee.
Officers observed a vehicle weave in its lane and initiated a traffic stop near the Napanee Exit. Police located Cannabis within the vehicle. While searching the vehicle one passenger fled on foot and was subsequently apprehend and arrested for obstruct Police. Police arrested all three occupants for possession of Cocaine and conducted a search of the vehicle.
Police seized two loaded restricted firearms, a suppressor, a Balaclava and gloves, high capacity magazines, multiple cell phones, nearly 400 grams of suspected cocaine, bags of marijuana, over $28,000 dollars in Canadian currency and drug paraphernalia.
As a result of the investigation L&A County OPP has charged
Ralph AUGUSTINE, age 34, of Pierrerfonds Quebec, Hunter DEVANEY, age 20 of Montreal and Jason JEANOTTE-TAYLOR age 27 of Montreal Quebec with:
- Possession of a schedule 1 substance for the purpose of trafficking (Cocaine) contrary to the Controlled Drug and Substance Act – Sec 5(2);
- Possession of a schedule 1 substance (Cocaine) contrary to the Controlled Drug and Substance Act;
- Possession of over 30g dried cannabis in a public Place contrary to the Cannabis Act;
- Five counts of Occupant of motor vehicle knowing there was a Firearm contrary to the Criminal Code;
- Four counts of Possession of a prohibited device or ammunition contrary to the Criminal Code;
- Knowledge of unauthorized Possession of a Firearm contrary to the Criminal Code;
- Two counts of Possession of loaded Restricted Firearm contrary to the Criminal Code;
- 6 Counts of Careless Storage of Firearm or ammunition contrary to the Criminal Code;
- Possession of Proceeds of property Obtained by Crime Over $5000 contrary to the Criminal Code;
- Five counts of Possession of a weapon for Dangerous Purpose contrary to the Criminal Code;
- Possession of a Firearm knowing serial number has been tampered with contrary to the Criminal Code; and,
- Participation in Criminal Organization contrary to the Criminal Code on 467.11.
Hunter DEVANEY was further charged with
- Two counts of Obstruct or Resist Police contrary to the Criminal Code of Canada.
Ralph AUGUSTINE was also further charged with
- Possession of a forged document contrary to the Criminal Code;
- Possession of Firearm or Ammunition contrary to a prohibition Order contrary to the Criminal Code; and,
- Nine counts of Failure to comply with release order contrary to the Criminal Code.
All three accused were held for a bail hearing and appeared in the Ontario Court of Justice in Greater Napanee at a later date.
