During this weeks Greater Napanee council meeting, town staff presented its starting point for the 2025 budget, highlighting one of the lowest average tax bills in Eastern Ontario. Chief Administrative Officer (CAO) Matthew Grant noted that Greater Napanee’s average tax bill of $1,567.62 is more affordable than Deseronto’s $2,992.40 and Loyalist Township’s $1,882.86.
However, rising costs for Ontario Provincial Police services and mandatory fees for Quinte and Cataraqui Conservation Authorities will make this year’s budget discussions challenging. To address these costs, a minimum 6.31% tax increase is required.
CAO Grant has directed staff to keep budget requests focused only on critical needs. Mayor Terry Richardson expressed determination, acknowledging the need for careful financial planning to navigate this challenging budget year.
Budget discussions are set to resume next week, as council members work to balance affordability with the rising cost of essential services.
