
The Town of Greater Napanee has approved its 2025 budget, but not without last-minute controversy.
Council passed the budget in a narrow 4-3 vote on February 11 after debating a $70,000 expense for replacing the rubberized flooring at the Home Hardware Rink in the Best & Bash Arena. Initially, council planned to fund the project through the arena reserve, but a procedural mistake forced a second vote. The final decision means taxpayers will cover the cost through the general taxation levy, raising the total levy to $16,205,412.
Councillors in favour argued the reserve fund should be saved for major repairs. Others said skaters, who cause most of the wear and tear, should pay through the reserve instead of burdening taxpayers.
The final budget includes funding for protective services, parks, infrastructure, and more. However, tax rates are not set yet, as the County must determine tax ratios first.
