The Town of Greater Napanee has started a 60-day public education campaign to inform residents about its new Parks & Public Spaces By-law and Encampment Response Protocol. Adopted on November 12, 2024, the by-law aims to keep public spaces safe and enjoyable while managing encampments in line with Ontario Superior Court rulings.
The campaign focuses on creating educational materials, working with community partners, and educating those directly impacted. The new protocol clarifies where camping and living in public spaces are prohibited, ensuring both housed and unhoused residents understand the rules.
The Town’s priority is to achieve compliance through education, with enforcement set to begin in early 2025 once staffing vacancies are filled. Mayor Terry Richardson highlighted the by-law’s intent to balance safety, community vibrancy, and support for vulnerable groups.
