
Greater Napanee’s council meeting this week addressed a concern raised by local resident Tony Balasevicius regarding the Arena Reserve Fund.
Balasevicius pointed out the problem of combining capital replacement and maintenance funds in the same reserve, noting that these two objectives conflict with each other. He explained that capital replacements are often questioned against the need for savings.
Balasevicius proposed three recommendations to resolve this issue: creating separate reserves for capital replacement and maintenance, ensuring adequate funding for maintenance reserves from the arena levy, and updating the bylaw to clarify that taxpayer dollars primarily fund the reserve.
The council received the deputation without comment.
